To be honest ... I never understood why Western fighter jets might be useful in Ukraine's defence against the Russian attack? They are bloody expensive and easy to take down, it costs an arm and a leg to maintain them and you need to train people for years to be able to properly control them. As well - you can't really do a lot of useful things with them.

Give them enough tanks and ammunition, give them mid range rockets (to take down enough Russian infrastructure to keep the ugly bears busy fixing their own stuff), give them land - sea missiles to manage the Russian navy and give them enough Patriot missiles and Gepards to keep the Ukrainian air clean of the Iranian drones and whatever is left of the Russian rockets. But for what would they need fighter jets?

Don't forget, Adolf Hitler as well was once just a mediocre painter without ambitions to take over the world, and I would assume that Putin was not different. Admittedly - I can't assess Putins painting skills, but I hear he used to be once a quite insignificant KGB paper shuffler with a very boring job. I doubt that he had at that stage already the plan to recreate the big Russian empire by attacking other countries.

He "advanced" during his lifetime from an insignificant KGB bureaucrat over strongman to Adolf Hitler Mach 2 - and while his ambitions have been obvious at least since 2014 ... I don't think it was possible to foresee or predict them from the beginning of his reign.

And don't forget - he is not the only strongmen meddling with other countries ... if we fight all of them all of the time, then there are not too many countries left we can deal with ... not even the US (which attacked over the last 70 years or so Vietnam, Afghanistan, Iraq and overthrew democratically elected governments and established instead murderous regimes in some other countries like e.g. Chile).

This would be consistent with my remark about 2014 ... so, yes - its not a recent surprise, but Merkels reign and Russia - policy (Ostpolitik) started nearly ten years earlier, didn't it?
